Is there a maximum number of gifted bushes that can be on a player's island? I have a teammate who never redeems his bushes. There appears to be space available but the game is telling me that there is not.

Possibly, but I've seen a player whose whole 3rd section of Orchid Island was stuffed with gifted bushes. So if there is a limit, it is very high.
