Ms. Tearius Answered:
That is the first island beautification reward from the Memoirs Album feature. The feature is still in beta testing among a small group of random players and is not available to everyone, yet. Wooga said they are working on a way for players without the Memoirs feature to earn those beautification rewards and the album story.
