What do I need to decorate with to open level 16?

To open levels, you need to add Flower value to your island. How many more Flowers you need is indicated next to the flower icon. When that number reaches 0, your level will go up by 1 (number next to your picture) and the corresponding scene will be open for you to play. To add Flower value, you can buy decoration, upgrade buidlings, renovate landmarks, or send Jack on specific Flower deliveries. If you buy decoration, you need to wait until construction is complete, then remove the red ribbon, before the Flower value will count.
