In DL does it matter which place 1-3 the team end up when each division ends? So if you are 1st will you get tougher competition next week than if you end up in 2nd or 3rd place?

It doesn't look like it matters. Once promoted you are shuffled with all other teams that got promoted, regardless of how you ranked. It will be naturally a little harder as you compete with other teams who promoted. If #1 teams only played #1 teams, you'd see top teams facing off, but that seldom happens.
