How do I decrease the white cloud. I cannnot seem to perform expansions?

Tap on any lightly clouded plot next to any adjacent open area to see its star and compass requirements. Stars are obtained by filling the stars as you play hidden object scenes, maximum of 5 stars max per scene or 25 per chapter. They are a marker of your game progression and cannot go down. Compasses are earned from playing scenes, earning prizes in challenges, sending Jack on certain deliveries, but primarily from opening star boxes. If you don't have enough compasses, you have an option to spend diamonds to buy the necessary compasses to open that plot.
