Most all decorations have a time denoted, which is the amount of time it takes to construct or build the decoration on your island. In the seasonal set showcase, when a decoration is labeled "In construction" that means you have purchased the item, but you are waiting for it to finish building on your island. Once the time period is over, you can remove the red ribbon from it, and receive its Flowers and seasonal set points.
