Ms. Tearius Answered:

Snippets come inside packs which you can get from playing regular scenes (~ 1 pack every 20 scenes), Detectives Needed (Key) Challenges, Fairground Fortune, and Flash Bonus (extra gift in Help Wanted which appears randomly). The gazebo celebration gave them as rewards for 5 days. The FAQ page says pack can also come from club competitions and league, but I haven't seen that, yet. You can also purchase a limited number with diamonds and/or real money.
