Developers are currently working on it. They say "soon" but no date set, yet. Until then, you just have to keep replacing low-flower items with high-flower items. The more high-flower items you have, the more flexibility you have on your islands.

Developers appear to be busy with other projects like Memoirs and Sweep the Board. Lots of new stuff coming. Play to earn coins for super high-flower (2400-flowers) decorations, which will maximize the efficiency of your space.Ms. Tearius Replied
New island is getting closer to reality. If you have Snowdrop Island, then you should see the makings of a new island on your map, just west of Orchid Island.
