Why are teams that have made it to Sherlock placed in a DL with teams that have not?
I may have misunderstood your question, I assumed DL meant Detective League. If you meant why are Sherlock teams are in competitions with non-Sherlock teams, that is because competitions are not based on the league. The groupings are based on the same meeting time and previous scores and rank in competitions. Some teams do not participate in leagues and only in competitions.
Once a team reaches Sherlock Division, they are no longer grouped by ten, but are grouped with all teams that have achieved Sherlock Division in the current league. Note that club "statistics" are slow in catching up with their promotion status, but rest assured that all the teams that you can see in Sherlock have reached that division.
All teams will restart at Rookie Division at the next 7-week (presumably) league event.
