Why when I drink someone's drink am I not collecting energy? It shows I should receive 10 but I don't

Yes, you should be receiving the energy of that drink. Take a screenshot before and after and send to customer support, through the "help" button in the game settings (green gear icon).

I payed to upgrade drink energy to 13 but I only get 11 from another player. Why does this happen?

It only upgrades your drink to help others. They have to upgrade their drink to help others too.

If your upgrade is 13 energy, you should receive 13 energy when you serve your own drink. Everyone who accepts your drink will also get 13. But if your teammate has only upgraded to 11, you and everyone who drink her drink will get 11 energy.
