Your total gold bars count is on the top of Style Picker pop-up window. Just tap on a building with Style Picker (Estate, Fountain, Stables, Orangerie, Windmill, Vineyard, Central Station, Observatory, or Bathhouse) then select the yellow button with house&hammer icon.

I found a count of my gold bars in the window where you send Jack out. Now that you may need gold bars to send Jack on his mission, they now tell you how many you have.
