How can I decorate when I don't have enough compasses to open up new space? If I don't decorate, I can't move on to the next level?

You need to replace decoration of LOW Flower value with decoration of HIGH Flower value. If you have too many low-Flower decorations, you will run out of island space. You may have to replay mastered scenes many times to earn the necessary coins. Know that if you replay a mastered scene and get a "Perfect" score (that is no misses, no hints, no lapses of the bonus bar) you'll get 10 extra coins.
