I am starting a new club. In the application can I stipulate that players notify me when they are..

"Application" doesn't allow you to stipulate anything. You can add it to your limited club description. You can also put it in the chat room, assuming they read it after they are admitted. Best is to communicate outside of the game (i.e. Facebook, FB Messenger, Discord) prior to admittance.

Because there are so many teams, it's very hard to find players to join.
