Does anyone know if clubs can make any progress in the league during the last week?

Meaning, if we end in the top 3 this week and thus move into Ace on Monday, then since it is the last week I guess we will remain in Ace, and not get the Sherlock prizes even if we ended week 7 in the top 3 of the Ace group, right?

(Also meaning that the last week is pretty useless)

Whether there is promotion at the end of week 7 is in question. We won't know for certain until week 7 starts. Customer support say that the tournament will not end until the end of week 7 (March 21), which suggests that there is the possibility of promotion at the end for any clubs who are not already at Sherlock Division.

My club is in the Ace division in the last week of the detective league - can we get promoted to the Sherlock division, if we end in the promotion zone?

Yes. There is always ability to get promotion if you are in Ace Division in the last week of the league. If you in top 3 rank, you will get the Sherlock status and all the Sherlock prizes.
