They may not have reached the same level as you. You can tell by going back to play a beginning scene and see if they appear on the score board there.

Are you talking about Jack Hayes? Im pretty the app creators placed him there to encourage people to play. I've been playing for months and Jack Hayes has been on the same level 98 since I started lol. He also has things you could possibly not get or achieve at that level.
