Of late I noticed some glittery bits glowing over various items on my island. When I touch the item there’s an arrow that pops up and fills up in green. What is this supposed to be or do?

Two separate things:
Newly gifted bushes sparkle so that you can locate them more easily. They also emit a beam of light when you first zoom in on them.
When you hold down anywhere on your island, an arrow will appear. When it fills up, your storage will open. It's an easy access to your storage space.
