Does the rare green and white marble tiles only appear in Star boxes or at the later levels of a chapter?

Does the rare green and white marble tiles only appear in Star boxes or at the later levels of a chapter? Is there a trick to getting these? I am at an impasse until I get 2 green and white marble tiles (both flights out asking for 6 and I only have 4). Owe enough flowers I need to get significant coins to offset with buying, without boxes for energy and coins extremely slow to build. . I have been playing for days for two tiles and none have appeared. Thank you.
