Why don’t my 3*3 buildings have a green icon so I can use materials to upgrade?

Each building has 5 upgrades. You must have all the materials indicated before you get the green button for the next upgrade. Reload the game, and check if you have all the materials required. If still not working, notify customer support through the "help" button in the game settings (green gear icon).
