I finished chapter three completely and did not get the cafe. If I uninstall and reinstall will I get it come up or will I loose everything to date?

You should have received the cafe after level 14 and be able to start your own club at level 17. If your game is connected to Facebook, you can reinstall without losing your progress.

You can ask Wooga support through the "help" button in the game settings, about why the cafe did not appear, yet.

I’m land locked how do I start another island

You can start another island after you have cleared all the clouds from your current island. The 5th island is planned to be released early 2021 to those who have cleared the 4th island. Until then, continue to replace low-flower decoration with high-flower decoration, so you can continue to progress in the game and gain star boxes and compasses.
