When you start the game, you are only given Orchid Island. Only when you remove all the clouds from Orchid Island, will you receive a map icon which can take you to the next island (Sunflower Island). Each subsequent island will require you to clear all the clouds from the previous island.

I just cleared all of the clouds in the 4th island and no new island was made available? Is something wrong? 0 0 REPORT

You aren't doing anything wrong. The 5th island is planned for release in "early 2021," but no exact date has been set, yet. Until then if you are lacking space to progress, replace low-flower decorations with high-flower decorations.
