What is the red rocket like plant that just appeared? I can't click on it and it seems to send little specks upward

Are you asking about the red pavilion that sits on the dock just north of the bridge? That is the Christmas Pavilion, present from Dec. 25, 2020 to Jan 5, 2021. When you tap on it, you'll see daily rewards that you can win for playing the number of scenes indicated. After you receive the prize on Jan 5th, it will disappear until the next global celebration.
