Does everyone get to play the 12 Days of Christmas pavilion, or does it depend on what level of the Chapel you’re on. Do you get to keep the pavilion after the 12 days are complete.

Everyone gets the Christmas Pavilion, it has nothing to do with completion of any landmark structures. After you claim the final prize on Jan 5, it will revert back to a plain platform deck. It will return at the next major global celebration, maybe Lunar New Year, like last year.

Will all of our snow scenes dissapear

The scenes/decoration will not disappear but snow will stop falling on the 2x2 decoration near the end of January.
