No, you do not use up your stars; they never decrease in number. They are a measure of your progress in the game (5 stars for each scene you have mastered). However, each plot requires you to have obtained a certain number of stars before you can purchase it. Exactly like the decorations require you to have a certain number of stars before they are open for purchase.
