I am stuck on the boat with Sam beneath the net and don't know what to do next? The net keeps flashing

Chapter 6 - Village Harbor Walkthrough
Get compact mirror
Move mirror twice to direct light into Sam's eyes
Pull lever to drop the net
Get knife
Use knife on coiled rope
Use segment of rope to tie up Sam's hands
Get fuse
Install fuse in the slot on the left side of radio
Flip black switch to turn on radio
Open Book
Turn page
Turn left radio dial to "2"
Turn right radio dial to "3"
