How to get past decorations?

When the game tells you to decorate, it means you have to add more Flower value to your island. How many more Flowers you need is indicated in the top right corner next to the flower icon. If you buy decorations to reach your Flower requirement, construction must be compete and the red ribbon removed before the Flower value will count. You can also add Flower value by upgrading buildings, renovating landmarks, and sending Jack on flower deliveries when offered.
