You can find it by tapping on your coin or diamond count, then selecting the 4th tab (decorations) on the bottom.

I do not show the option for the barn in coins or gems. Sent a message to Help 2 days ago and no answer.

I have the same problem. I notice something at the bottom when I was busy and it was gone when I went back to check? Very odd!

Not everyone has the new feature, yet. It is being tested in a small group, but when the developers have it ready, it will be distributed to everyone.
