How many flowers are needed to move onto a new scene?

Looking at later scenes, flower requirements range from ~75 to ~525. Second scene in each chapter requires the least, and then goes up. Generally it takes ~1500-1750 flowers per chapter, which does not steadily climb, but rather goes up and down from chapter to chapter.
