I noticed that one of the players on the leaderboard has a halloween hat. How do I get that?

#1 on the leaderboard, the highest scorer, gets the hat. Normally, it is June's red hat, but for Halloween, it is a special witch hat. After Halloween, it will return to being the red hat.
