Do past sets ever come back? I noticed when visiting other islands there are different items that I've never seen before i.e. a Japanese garden was gorgeous. This particular one the player was at a lower level than me so I was wondering how he/she got it. Thank you

Yes, past sets will be repeated with most, but not all, of the items returning. The grand prize is almost never repeated.
Most likely the lower-level player started earlier than you, but just played less. Also, some Wooga employees have access to all decoration and landmarks but remain at low levels.
