Can I relocate buildings (stilt house, museum, etc) to sunflower island?

No. These 3x3 buildings and 4x4 Estate building cannot be placed in storage, and therefore cannot be moved to any of the outer islands. Developers wanted all the coin-producing structures together on Orchid Island, which makes claiming the coins easier, too.

Can this feature be added. I would like to be able to move buildings from Orchid Island to Sunflower Island.

After I tap and relocate a building or statue the green check mark remains grey and will not let me move anything Why?.
