Yes, but you must place them on your island first, then close storage, and tap on the item to get the green coin jar icon to sell.

Yes, but you get a refund of 1/2 price of what you initially paid for. Goes without saying you will lose flowers but you already lost them when you put item(s) in storage anyway.
