It's a bit confusing really. I believe that, essentially, you get a new set of bushes to give every 21 hours, but the timer starts with the first bush you give. In addition, there is a separate timer for each person you give, so that each person you can only give once a day (not sure when that day starts).

Regarding how often bushes replenish, either 23 hours is incorrect or it's changed since this was posted. I sent my first plant 18 hours ago but they've already replenished. They were replenished hours ago. If it is 23 hours then perhaps it's 23 hours from when you first entered the game the day before.
