The flower count shows how many more flowers you need to reach the next level (8 more in your case). Buy decorations to make that reach 0. Construction needs to be complete and you must remove the red ribbon in order for the flower value to count. Buying decoration with higher flower value will get your further in the game. Additionally, flower value can be added by renovating your current landmark (i.e. lighthouse, chapel, pirate ship, mountain chateau, aviary), upgrading a 3x3 building, or sending Jack on a delivery with a flower reward.
