Why can you visit some islands to share plants but most islands are restricted?

After chapter 3, you should receive the boat to exchange bushes. Then you will be able to visit Orchid Islands of your Facebook friends and the neighbors that Wooga gives you. It is not possible to visit their additional islands (Sunflower, Laurel, and Willow Islands).
