The Estate gives 1 coin every 10 minutes, until it reaches 60 coins max in 10 hours. All the 3x3 buildings give 1 coin every 40 minutes, reaching max of 15 in 10 hours.

No the building pays from the time you place the building.
I do believe the flower power goes up each updated building improvement, and till you max out at level five.
