A team can meet at any designated time(s) that the members agree on, not necessarily what the official club time says. It is up to the president to set the official club time to when he/she wants the meeting.
There is one advantage to having the official club time set one on hour later that the group's actual meeting, and that is because competitions start and end based on the official club time. For example, a 45-minute competition will end exactly 45 minutes after the official club time. If a group meets at the official club time, they will not be able to play the full 45-minutes. To play the full 45 min and still get coffee energy, either the team must meet slightly before the official club time, or the president can push the official club time out further to one hour later than they actually meet.
