The lighthouse (as well as chapel, pirate ship, and mountain chateau) has 19 levels to complete; you are finished when you reach level 20. Completion has no relation to story chapters and only depends on the regularity of your renovation. If you renovate every 24 hours, the lighthouse will take 140 days (chapel=171, pirate ship=290, mountain chateau=228, aviary=60). Faster if you renovate every 20 hours (which is the earliest possible renovation).
