How come one player at 802 gets chapters which he cannot open and move forward and yet another gets to reach 875 which is the maximum to date?

One chapter is released every Thursday, currently on scene 790. That's all that can be played to date. However, you can continue to level up (adding flowers to your island) up to level 875, which is the end of volume 3. So players with level >790 will have 5 new scenes ready to play on Thursday.
