Why do people have seasonal sets that I've never seen and they are lower in the game than me, e.g. fairground. I'm on 344 yet someone on 20 has this set.

Seasonal sets do not depend on your level, but when you started playing. Either the player started the game before you and doesn't play much, or you are looking at Jack's island, which is a game demonstration island and doesn't follow the rules.
