After I move items from storage back in order to move up a level, can I then put them back in storage until next time?

Yes. Place items from storage to island. Close storage to allow game to level up. Re-open storage to place items back in storage. Level will not go down. Of course, your flowers will go down, so you'll need those flowers and more to reach the next level.
