Every 23 hours, you get 3 green bushes, 2 blue bushes, 1 red bush on a regular basis. The first green bush is free to give, while the others cost coins (recipient gets diamonds when they remove them). You may need to scroll down to see them all. Also, there are often special, limited-time bushes that correspond with the monthly collections set, which cost diamonds to give (recipient gets coins when they are removed). You can send up to 10 every 23 hours. The timer indicates when the bushes refresh, so you can give again. As for sparkle, all bushes sparkle when you first get them, especially when you zoom in on them. You may not see it, but your recipient will.
