Look at your upper right corner, where it says your level. Just to the left, it will tell you how many more flower you need to obtain the next level. You must add that many flowers to your island, either by buying a decoration, renovating a landmark, or getting flowers from Jack's Delivery Service. If you are buying a decoration, you must wait for construction to be complete and you pull open the red ribbon, before you will get the flowers added to your island.

I have the same problem so after trying everything I have gone back several levels and am repeating all of them to get flowers etc and move forward eventually. Hope that helps.

I have tried that and it does not work. and if that was the case, why say decorate when? It should say get more flowers.

Game says to "decorate" if you have sufficient flowers in storage, so you don't need to purchase more flowers. Move items out of storage on to the island for the flowers to count toward the next level.

Game directs me to storage. Says I have enough flowers, but still can’t buy anything.
