When the game won't let you continue to the next level and says you you have "xx flowers in storage", it means you need to add flowers to your island to proceed to the next level. When you look at the top right of your island screen, next to your current level, it will show you how many more flower are needed. Items in storage are adequate in flower value to meet the criteria, but you must place them on the island to count. If you lack the space, then you must buy decoration with higher flower value to meet the criteria. Flowers on newly purchased decoration will not count until after they are fully constructed and red ribbon is removed. Also, flowers can be obtained from renovating landmarks and deliveries from Jack's Delivery Service.
