What does decorate mean? Can't get to next level

You have to buy things to put on your island with the coins that you accumulate. When they are built, which it tells you how much time it will take to build each item, then you get flower petals which you need to advance to the next level.

I have bought tons. There’s no room and it still doesn’t flip to a trip

How many more Flowers you need is indicated on the main island screen, top right, next to the Flower icon. When you buy decoration, their Flower value will not count until after construction is complete and the red ribbon is removed.

This still doesn’t tell me how much I have to decorate. I thought this was a Hidden Objects game.
