You must add flowers to your island. The amount you need is indicated on the top right corner of your island scene. You can add flowers in any of these ways: buy decoration, renovate landmark, get from Jack's delivery. If you buy decoration, the flowers will not count until after construction is complete and the red ribbon is removed.

I've decorated with flowers its still saying decorate have done all can do 0 0 REPORT

Each item you buy has a flower value. Make sure have bought enough to meet the requirement (the requirement has moved to the left upper corner). And remember you must wait for its timer to end. Take a screenshot before and after you remove the red ribbon, so that if you did not level up, send those screenshots to customer support. Keep in mind that as you add flower value, the number of flowers you need should go down until it hits zero, at which point you will level up.
