I don't seem to understand how to decorate the estate or how to construct anything on it. I just have the stuff and have no clue what to do. I'm at level 16 which says 'decorate' and can't move. Help!!

You have to “buy” more items to get enough flowers to proceed to the next level.

Tap on the cash register bottom left to pull up the store. There are 4 categories: 1 - tiles/paths, 2 - decoration, 3 - buldings, 4-seasonal set. Buying any of the things in there will give you flowers. For the flowers to count, construction must be complete and you must remove the red ribbon. Beware that buying too many low-flower items will cause you to run out of space on your island.
