How often and when do you get the jigsaw puzzle?

How often and when do you get the jigsaw puzzle? I have gotten 1 and I'm on chapter 2 almost at the end

Character cards can only be obtained from opening star boxes. They will appear with odds of 1 in every 10 blue (1-star) boxes you open and 1 in every 3 pink (5-star) boxes you open. Once you receive 7 of the same character, you may complete that character jigsaw puzzle and receive a full bar of energy (110 energy for the original bar or 150 if you bought the extended energy bar).

Character puzzles can be saved indefinitely in the photo album (tap on Estate to access) until you are ready to complete the puzzle and use the energy reward.

By collecting character cards. Once you have the set of 7 cards, you are presented with the puzzle.
