My island is full with lots of small star decorations. If I replace them with higher star buildings will the star totals increase and advance me in scenes to the max without buying new decorations, but replacing them with higher value?

It will help. The more high-flower value decorations you have, the further you can advance in the game, before you run out of island space. Eventually, you'll have to buy them.
