How do you make a new President when the original has passed away unexpectedly? She was on vacation with her husband, passed away and he let us know when he returned from burying her back at her family home. Now what?

Try appealing to Wooga customer support. Otherwise, according to game FAQs, "After 30 days of inactivity (not logging into June’s Journey) the game will automatically transfer a President’s role to the most recently active Officer (or member in case the club doesn’t have other Officers). In this case, the previous President is demoted to Officer."
