What is the point of negotiation? I leveled the hero to 30 which unlocks art of the deal but nothing has happened so far.

Depending on how you run the city you can end up with dissatisfied survivors (too cold, lack of sleep / food etc) in that case they can strike meaning no production. Leveling up your Guard Tower hero will reduce the chances of them striking.
